Default Problem syncing Outlook contacts with htc 3125

My htc 3125 phone started turning itself off and then eventually re-booting all without any action by me. I purchased a newer, but same model phone on ebay.

The 3125 is a smartphone, but I do not use it online at all, carry no data plan w/ att, but I do use the smartphone feature for syncing contacts and calendar with MS Outlook. I have about 400 contacts in Outlook. This sync worked perfectly with the original 3125. This data synced to the phone memory, not the sim card which att says will only hold 250 names and numbers, but not full contact information.

When I received the replacement phone, I put in my old sim card, charged the battery, and fired it up. It works fine, and the old turn off/reboot issue is solved. The Outlook contacts and calendar were not on the replacement phone because they are stored in the phone memory, not the sim card. I synced it w/ outlook using the same method I used with the old phone. Initially, Outlook did not recognize it, so I deleted the relationship with the old phone and went through the set up wizard with the new phone same as first setup with original phone. It then went through the sync process, and everything seemed normal. However, only the calendar synced, and the contacts did not.

When I open the phone, go to ActiveSync, menu, options, it shows the screen for choosing which data to sync. In that screen, the check boxes for Contacts and Appointments are grayed out so they cannot be checked.

I have tried multiple times, rebooted everything, made sure of having current versions of software, read the phone operating manual, researched issue on internet, talked to att, and have about run out of things to try. There must be some setting on the phone or computer that is blocking sync of contacts.

I am running MS ActiveSync 4.2.0, Outlook 2007 and Windows XP.
