If your device is under warranty, it is best to send it to an HTC service center for a repair. Call HTC warranty services to see if the device is covered. Some devices have up to 2 years warranty.
If the device is not covered by warranty, then you can change out the Digitizer quite easily. You must disassemle the device, remove the old Digitizer, & pop the new one in. The official HTC service manual can be downloaded from: http://htcdriver.com/index.php?page=...service-manual. You can see disassemly pics at: http://translate.googleusercontent.c...E3xu3N38ue3AlQ. I reccomend that you look over the service manual before disassembling. It is good to be familiar with the guts {Especially the cable locations}. The flex cables inside are very delicate & can be easily broken or torn. Be sure to be gentle with the internal components. The best news is that the digitizer doesn't have to be soldered in place. I have the same problem like yours. My solution is...turn the device off, get the battery out, and then...restart.
